Make sure you include the backslash after the folder name and that the Folder exists.
You need to restart the program that you're running to force it to read those registry settings.
By the way, don't forget to turn off fusion logging when not needed.

Since Use returns void, the easiest way to handle return values is via a captured variable:
int newOrderId = 0; // need a value for definite assignment
Service<IOrderService>.Use(orderService=>

newOrderId = orderService.PlaceOrder(request);

Console.WriteLine(newOrderId); // should be updated

VB doesn't have such a construct at the language level. It has single line comments using apostrophe character:
